Selectmen Minutes 09/08/05

Present: Selectmen - Chairman, George Rainier; Selectman, William Brooks; Selectman, Conrad Dumas

Department Heads:
 7:05 – Recycle Supervisor – Frank Pelkey
·       Roofing for Glass Crusher – Mr. Pelkey discussed the designed drawing for the roof for the glass crusher.  Mr. Pelkey would build the roof; he indicated it was an easy job.  He has $1,100.00 in the building maintenance line; he could cut some costs if he could recycle the roofing material that was removed from the old recycle building.  Discussion followed, how would it be tied into the current building etc.   Pelkey explained how it will all be tied into the current building, roofing material etc.
Motion: Motion by Selectman Dumas to authorize Mr. Pelkey to build the roof for the glass crusher as is designed by the drawing he provided, pending a positive review from the recycle committee.  - Seconded by Selectman Brooks.  Voted affirmatively – Pelkey stated this job will cost $550.00 and it will not go over that price.  Pelkey stated he would have the Chairman of the Recycle Committee get back to the Administrative Assistant.
·       Loading Dock  - Pelkey wondering what is going on with this, snow is likely within the next 8 weeks.  Pelkey explained how he would like to remove some of the knoll and build the dock into the knoll.  The State permit indicated as long as we are 50’ from the boundary lines the design was acceptable.  This will remain on hold until Selectmen meet with the Recycle Committee & Dept. Heads again; they instructed Mr. Pelkey to get together with DPW Supervisor, Fox to discuss when this project could get underway.
·       Open house – Pelkey reported the open house was very well supported, approximately 40-45 people, coffee & donuts were served, and it was a good program.  Gave out lists of what we charge for and how much the fees are.
·       Recycle Committee – this committee is working out great, has been a very positive step for the recycle center.  Volunteers are also working out great. Beginning next Tuesday, the Committee will initiate a rechargeable battery & a cell phone box for recycling those items.
·       Scrap metal – the scrap metal shipped yesterday; 40/ton was shipped.  Tuesday a bale of recyclables will be shipped – aluminum will also be going out next week.


·       Truck – The inspection is due this month, Pelkey indicated after the problems when he had the truck repaired he is looking to Selectmen for direction – Selectmen Rainier stated he would like to keep the business in town, there are several business’ in town that do inspections, no need to go to Antrim.  Also, no money should be put into the truck without prior authorization.  Mr. Pelkey will check with the local business next week.
·       Next Wednesday Mr. Pelkey will be in Chichester, NH attending an NRRA meeting to discuss recyclable price listing etc.  Selectman Dumas asked Mr. Pelkey to discuss batteries & computers, and recycling of electronics in general at this meeting.  Discussion followed.  Selectman Rainier showed interest in possibly attending the meeting as well.

Waste Water Project
·       Reminder the waste water hearing is scheduled for 9/15/05 at 6:30 pm. Keith Pratt and/or Bob Daigle will be available that evening.  We will have copies of the rules & regulations for those in attendance.
·       Update – Selectman Rainier moved to go with Crowe Fencing – Seconded by Brooks & Dumas – Administrative Assistant was instructed to ask Keith Pratt to speak to Crowe about the initial payment of these funds.
·       RD Loan – Dave Barnes & Scott Johnson on vacation –will resolve this by next week
·       O & M Manual available – review when they want
·       Training was Tuesday, Duffy & Jim Cruthers both attended to learn what is needed to operate the system.

Culvert permitting – Continued discussion – Administrative Assistant spoke with Sandy Chrystal today, she is going to get a list from the OEP of which towns have filed the wetland permits, as well as who actually does the permits in the towns.  She said if you don’t get a permit you will be fined, they give you one warning and then fine you if second violations take place, we have already been warned with the Cornwell Road incident.

·       $250.00 fine for littering signs – Administrative Assistant spoke with Carl Hussey from the Bureau of Traffic on Tuesday.  They do not put up such signs usually unless there is a very serious problem (i.e. couches, loads of garbage etc.)  He further indicated that historically, these signs almost promote littering unless local police strictly enforces it.
Flu Shots – Flu Shots are scheduled on Wed. October 19, 2005 at 2:00 pm…at the town office $20.00/shot – receipts will be given
Barn Easement Hearing – Scheduled for Thursday, September 29th, 2005 –Jim Rice just got back to us on this, Jane O’Donnell, Holden Road – the Administrative Assistant provided Selectmen with information on this.
Traffic Flow Changes -  A hearing will be scheduled for October 13th at 6:30 pm to discuss installing stop signs at Mountain Road, Blanchard Hill Road & Thomas Road.  This will be posted in the papers. Ask Chief of Police & Road Agent to attend this meeting.
RSA 31:95-e – Acceptance of Gifts – voted 1994 in Greenfield – a resident has a boat he would like to donate to the town – Selectman Rainier motioned to decline the offer at this time, however they will explore other options for this offer.  Seconded by Dumas.  Voted affirmatively
BCH – answer to their complaint was available for Selectmen review
SAC Report – Selectman Dumas reported on the meeting last evening with the SAC –
·       There is a plan to have the articles of agreement back on the ballot in 2006 – change of language for some of the agreements, change from 2/3 votes to 60%.  – other item that some on the committee would like to change is the funding formula. At the time of decisions Selectman Dumas will need to know how the other two Selectmen feel.
·       Still working on getting DPW together with the SAU to setup a date to have DPW supervisors attend a meeting to work together.  Administrative Assistant will notify the Road Agent when this takes place.
·       Reviewing emergency preparedness plans as a group this year
·       Talking of ways to save money – Irving Oil is locked in at  $1.88/gallon for fuel 2005/2006
·       $100.00 each town to pay for secretarial services for minutes for the SAC meetings
Grant application – Officer Foster presented a grant application for selectmen to sign – this will allow for purchase of a badge maker.  This will allow for all town employees to have photo identification, in the event of emergency this would be handy.
Ceiling on porch – In need of repair, needs to be looked at –
Decision:  Administrative Assistant was instructed to contact Mike Borden, if no response, contact other local contractors.
With no further business, meeting adjourned at 7:45 p.m. The next scheduled Selectmen’s Meeting will be Thursday, September 15, 2005 at 5:45 pm –
